This article aims to establish a research agenda for the study of the relationship between capacity building and organizational change during the COVID-19 pandemic. We selected studies that developed this relationship in the Web of Science and EBSCO databases during 2020 and 2023. We reviewed 35 articles according to three levels of analysis: individual, interactional, and structural, to understand how the dynamics of interaction between individuals and organizational structure have been studied according to Margaret Archer's (2009) morphogenetic approach. In the results, we characterize how the articles support the relationship between capacity building and organizational change, how they conceptualize it, the methodology they use to observe it, and whether they establish any correlation between the concepts. In the conclusions, we characterize a research agenda for observing school organizational learning during the COVID-19 pandemic that may be useful for future educational policy design.
